Patricia Ann Phillips

Patricia A. Phillips, 76, of East Dubuque, IL, passed away on Monday, November 3, 2025, at Dubuque Specialty Care in Dubuque, IA, surrounded by her family. A funeral service will be held at 11 AM on Tuesday, November 11, 2025, at the Furlong Funeral Chapel in Galena. Friends may visit from 5 to 7 PM on Monday, November 10, 2025, at the Furlong Funeral Chapel. Burial will take place in Greenwood Cemetery in Galena. Pat was born on March 27, 1949, in Dubuque, the daughter of Arthur and Gwendolyn (Elliott) Paar. She was united in marriage to Leonard Winter, with whom she had four children: Gwen, John, Jodi, and Michael. On June 26, 1993, she married Claire Phillips at St. Paul Lutheran Church in Dubuque; he preceded her in death on November 22, 2020. Pat attended Dubuque Senior High School and subsequently enrolled at NICC in Peosta, IA. She worked as a CNA and a housekeeper at various businesses. Pat enjoyed painting, ceramics, playing darts, baking, attending auctions with Claire, gardening, and dancing. She is survived by her children Gwen (Rob) Meyer of Dubuque, John (Sheri) Winter of North Charleston, SC, and Jodi Winter (Steve Neuhaus) of Dubuque; a daughter-in-law, Connie Winter of Coldwater, MI; nine grandchildren: Zach Winter (Lindsay), Jackie Winter (Vic), Skylar (Adam) DeVenezia, Brittany (Jake) Hubbard, Cheyenne (Dillon) Bryam, Sierra Winter, Connor Winter, Aiden Meyer, and Alaina Winter; and six great-grandchildren: Evan, Mikaila, and Sawyer Winter, Xion and Dante Klein, and Eliyanah Wooley. Pat is also survived by her sister-in-law, Karen Paar; two brothers-in-law, Blaine and Blaire (Betty) Phillips; and many nieces and nephews. She was preceded in death by her parents, her husband’s Leonard Winter and Claire Phillips, her son Michael Winter, two sisters, Barb Weis and Dianna Digmann, a brother, Dennis Paar, and three brothers-in-law, Bill Weis, Ellsworth “Bud” and Dennis Phillips.
